Skill India scheme 2022 is a campaign started by the Government of India, which was started by the Prime Minister of India “Shri Narendra Modi Ji”. This campaign was launched on 15 July 2015 on International Youth Skills Day. As soon as Narendra Modi’s government came, he started many schemes like “Digital India”, and ” Make in India “. All these schemes are for taking the country forward towards development. In the same way, he started the “Skill India” scheme for the skill development of India. Under this campaign, by the year 2022, about 400 million people in India are targeted to be trained in different skills so that they can get employment.

” Skill India”

The Prime Minister of our country “Shri Narendra Modi Ji” started many schemes as soon as he came to power in the year 2014 like “Digital India”, “Make in India”. His goal in starting all these schemes is to take the country towards development so that the country does not lag behind other countries in development. So, he started another scheme “Skill India” scheme. The main objective of this scheme is to create opportunities, space, and scope for skill development of Indian youth and to develop them more in those areas which have not been developed for many years as well as to identify new areas for skill development. The goal of this scheme is to train about 400 million youth of India for their skill development by the year 2022. For this, every village will be covered.

The scheme consists of four other schemes “National Skill Development Mission 2022”, “ National Policy for Skill Development and Entrepreneurship 2022 ”, and “ Pradhan Mantri Kaushal Vikas Yojana 2022” and “Skill Loan Scheme 2022”. A logo of the scheme and a tag line “Skill India – Skilled India” was also unveiled on the day this scheme was launched.

The National Skill Development Mission is a mission under the “Skill India Scheme” launched by the Government of India. This mission was recognized by the Union Cabinet in 2015, but officially this mission was launched by Honorable Prime Minister Narendra Modi on 15 July 2015 on the occasion of International Youth Skills Day. This mission has been launched to develop skill training activities covering all regions and states in terms of them. Further, to achieve the vision of “Skilled India”, the National Skill Development Mission is to not only strengthen and put efforts into skill development efforts but also to achieve skilling at scale with speed and standard across all sectors. There is also a need to expedite decision-making. It is implemented within a well-organized institutional mechanism managed by the Ministry of Skills Development.

To fulfill the objective of this mission, the Institutional Mechanism has been divided into 3 parts, which include a Steering Council for policy guidance at the Apex level, a Steering Committee & Mission Directorate, and the decision-making body Mission. The Mission Directorate is supported by three other institutions namely the National Skill Development Agency ( NSDA), National Skill Development Corporation ( NSDC), and Directorate General of Training ( DGT). All of them do horizontal linkage with the Mission Directorate to facilitate the smooth functioning of the National Institutional Mechanism. Initially, 7 sub-missions have been proposed to act as building blocks to meet all the objectives of the mission. they are-

National Policy for Skill Development and Entrepreneurship

The National Skills Development and Entrepreneurship Policy, 2015 seeks to address the challenge of large-scale skills development with speed and standard (quality). It aims to make all skill development activities available within the country in an umbrella-like framework. Which is to align the common standards and link the skilling with the demand centers. In addition to these objectives and expected results, efforts are also to be made to identify various institutional frameworks that can act as vehicles to reach the expected results. National policy also provides clarity and consistency on how skills development efforts at the national level can be aligned to the existing institutional structure. This policy is a link to improving employment and productivity for skill development.

Pradhan Mantri Kaushal Vikas Yojana ( PMKVY)

Pradhan Mantri Kaushal Vikas Yojana is a scheme under the “ Skill India Scheme”, which was started by Prime Minister Shri Narendra Modi himself. The objective of this scheme is to encourage interest in employable skills and enhance their work efficiency by awarding and providing quality training to the potential and present-day wage earners. The average prize money per person has been kept at Rs 8000. Those salary earners already in a standard level of skill will be recognized as per the scheme and the average prize money for them is 2000 to 2500. A target of distributing 15 billion has been set for the scheme in the beginning year.

Its training program has been designed based on national vocational standards and qualification packs have been specially developed in different areas of skill. These competency and quality plans have been developed by various sector skill councils with participation from industries. Coordinating and driving agency of the National Skill Development Council has been made for the same. An expenditure of 120 billion was approved by the cabinet for that project.

Skill Loan Scheme

The Skill Loan Scheme, also a scheme under the Skill India Scheme, was launched by Prime Minister Shri Narendra Modi on July 15, 2015. This skill loan scheme has already been replaced by the Indian Banks Association Model Loan Scheme for Vocational Education and Training. The Indian Banks Association has already circulated this scheme to the CEOs of all the member banks for its implementation.

Under this scheme, 34 lakh youth of India will get a Rs 5000 loan to participate in the skill development program in the next five years.  The demand has been made available to date. The letter of sanction for the first Skills Loan was provided by the Prime Minister to aspiring trainees.

In this way, the schemes under the Skill India scheme were launched by the Prime Minister so that the skills of the country could be developed.

Features of “Skill India scheme 2022

The features of Skill India are as follows-

  • Under this, emphasis is to be given to the skills of the youth so that their employment and entrepreneurship will improve.
  • Provide training, support, and guidance to all occupations such as carpenters, shoemakers, welders, blacksmiths, masons, nurses, custom weavers, etc. in the traditional way.
  • More attention will be given to new areas such as real estate, construction, transportation, textile, metal industry, jewelry designing, banking, tourism, and many more areas where skill development is inadequate or not equal.
  • Its training program will be on the lines of the international level so that the youth of our country will not only be able to meet the demand of the country, but also the demand of many countries like America, Japan, China, Germany, Russia, and West Asia.
  • A notable feature of the Skill India program is the creation of a hallmark called “Gramin Bharat Skills” to validate and standardize the process of training.
  • For example, tailor-made, need-based programs will be launched for specific age groups to develop job and employability skills including language and communication skills, life and positive thinking skills, personality development skills, management skills, and behavioral skills.
  • The methodology of the course of “ Skill India” will be innovative and will also include games, group discussions, brainstorming sessions, practical experiences, case studies, etc.

How is it different from the previous skill development policy?

It is not that we do not have any skill development program already. The Government of India has traditionally identified skill development as a national priority. It is just that now the ministry is new and the approach to skill development is also new. Earlier the emphasis was on traditional jobs but now the emphasis will be on all types of jobs. Earlier the responsibility used to be divided among different ministries but now it is clubbed with each other. The Ministry of Skill Development and Entrepreneurship will be the principal ministry that is going to coordinate with other ministries and organizations.

According to Namo Sarkar, Skill India is not just a program but a movement. Where those youth who are unemployed, have left college and school, and who are from rural and urban areas with educated people. Value addition will be given to all. The new ministry shall be the certification body. The certificate will be issued to those who complete a particular skill or program, and this certificate will be recognized by all public and private agencies and institutions, including foreign organizations. This skill India program is for the whole country.

Skill India Scheme 2022 Certificate

Under the Pradhan Mantri Kaushal Vikas Yojana, the youth who have taken the certificate will get personal accident insurance of Rs 2 lakh. This insurance will be for three years.

Partnership Concept of “Skill India”

Under this program, India will be partnered with the UK. The virtual partnership will be started at the school level to enable the young people of the country to experience the school system of another country and develop an understanding of the culture, traditions, and social and traditional systems. Oracle, on February 12, 2016, announced that it would build a new 2.8 million square feet campus in Bangalore, the biggest outside being headquartered in Redwood Shores, California. To develop computer science skills, Oracle Academy has started an initiative to train more than 50,000 students every year, this partnership has increased from 1700 to 2700 institutions in India at present.

Performance of ” Skill India”

The “Indian Leather Development Programme” has trained 51,216 youth over 100 days till 15 February 2016

It is planned to train 144,000 youths annually.

Four new branches of the “Footwear Design and Development Institute” are being set up in Hyderabad, Patna, Banur (Punjab), and Ankleshwar (Gujarat) to improve the training infrastructure.

The industry is passing through an acute skill shortage and most of the trained people are being absorbed by the industry.

Skill India will work for Pradhan Mantri Jan Arogya Yojana.

An insurance scheme under the Ayushman Bharat program, under which the Skill India team will train 1 lakh Arogya Mitras. They can assist in the implementation of the scheme.
